Partially merge state and conditionsMatch auxiliary state of BaseCondition

Talking to MID people today, we looked at the condition watcher for AGIPD for a while. It came up that it's not currently super visible if it is in monitoring - but not overriding, just complaining - mode. The device state currently just indicates whether the device is ON, CHANGING, or MONITORING. The status of conditions matching can only be seen in the table (on the device scene) and is summarized in the "state" conditionsMatch (also on the device scene, but not on the manager scene).

So we could just say that the device state also goes to ERROR if conditions don't match - then the autogenerated link + state on the manager overview would already be more helpful.
