Public API to set caldb_root (option 2)

The one where caldb root is a global setting. You can still override it locally by passing caldb_root= when loading constants.

Compared to !1067 (closed), this is simpler, but a bit less flexible.

I like this simpler approach, as I can't see useful scenarios for having the flexibility in the other approach

I discussed this with Philipp today, we'll go for this one.

Hmmm. Integration tests failed with an HTTP error from CalCat:

CalCatAPIError: Error 400 from API: URL is not a valid API route

Fixed the test failure. That was a good reminder of why to run tests even when I think there's no way I could have broken something.
