[Webservice] Put jobs database in separate database directory

Description

Requires https://git.xfel.eu/calibration/deployment-tools/-/merge_requests/12

Make it easier to delete old offline calibration deployments by putting the database somewhere else, so we can easily keep it for longer.

The database from the 6th August deployment grew to 19 MB before the next deployment on 17th September (~6 weeks), suggesting ~170 MB/year.

How Has This Been Tested?

Deployed on max-exfl-cal002. Tested running a correction job & loading the overview page.
