Draft: feat: webservice - action and handler for Influx2H5 jobs

Adds support for the Influx2H5 action type to the pycalibration's webservice module.

The current version of the Influx2H5 script can be found at https://git.xfel.eu/karaboDevices/influx2h5. All the data manipulation is performed by the script. This MR is focused on interfacing the script with the Calibration Pipeline and MyMDC.
