no latex table in case of 0 sequences

this issue is related to https://git.xfel.eu/gitlab/detectors/calibration_workshop/issues/169

The issue is related to having a notebook for correcting 0 sequences and creating an empty progress table.

In /gpfs/exfel/exp/SPB/202031/p900145/raw/r0767 there are 7 sequences for jungfrau (0-6) but 13 sequences for slowdata (0-12) as there are a function (balance_sequences) finding available files and sequences before process to balance them over slurm nodes. there is a node with sequences of no Jungfrau raw files [0-4], [5-8], [9-12], hence an empty table is written in the rst file and pdf conversion fails.
