Add numpy and Cython to requirements

@karnem I added numpy and Cython to the requirements.txt

Cython and numpy are in setup requirements of the pyDetLib:

https://git.xfel.eu/gitlab/karaboDevices/pyDetLib/blob/master/lib/setup.py#L85

One have to take care, that these requirements will not contradict to each other.

Ah nice, thanks! I'll double check, I don't expect too much trouble: we're not using functionalities that are specific to a given version. But good point!

The dependencies are not conflicting, though, so we're okay.
