[PNCCD][EPIX100][Reproducability][CORRECT] Retrieve constants from YAML

Storing Constant paths to CalibrationMetaData YAML file to remove calibrationDBRemote dependency.

Description

• Precorrection notebooks for both to read conditions and retrieve constants for the select module and for the later processing sequences.

• Cal_tools.tools functions to read and save constant metadata for calibration metadata YAML file.

How Has This Been Tested?

Tested against the CALLAB reference runs:
