Poll ICBM Properties

This MR creates the minimum required to interact with an [ICBM], by polling its status and exposing the reported parameters.

These are the hardware inputs states, the ICBM textual status (reported in the device status), as well as basic information such as the firmware version and seconds since last event, to show that information from the ICBM are regularly updated.
