Added better outlier detection and handle multi-pulse scenario better

• Some samples have been seen to be corrupted in proposal 900338, run 24. Adding an elliptic envelope outlier detection allows us to remove them.
• In multi-pulse mode, pad edges with zeros, so we do not go over the edge.
• Bug fix on handling of multi-pulse arrays.
