the MTE3 is train-tagged too late, we need to date to the TPI.

this moves a lot of the magic from the load routine to the constants.
Especially so we can support the new digitizer devices.

Move load_bpt and get_unique_sase_pId to bunchpattern.py, add npulses_has_changed() and get_sase_pId() functions

Simplified calibrate_xgm(), removed unused XGM functions, moved TIM functions in digitizer, removed tim.py

Moved xgm and tim sub-methods in dssc module to new locations. Adapted setup.py to avoid version problem with xarray
