sa3_pId sometimes not properly extracted

With the following code:

import toolbox_scs as tb

proposal = 2619
runNB = 190
run, data = tb.load(proposal, runNB, ['BAM1932S'])

we get sa3_pId indexed from zero and not the actual pulse number 962, 1002, ... that we get by processing the next run 191.
