Add dask as dependency

Realized that it's not listed as a dependency even though it was being used in some of the code. This is needed when creating the environments for each proposal.

(On that note, one can now use scs-create-toolbox-env --proposal <PROPOSAL> to generate the environment.)

Could we have more detailed documentation regarding creation of user environment ? That should cover:

• creating a corresponding tag in gitlab
• which environment to load to use scs-create-toolbox-env. Probably exfel exfel/anaconda3
• how to update the user environment to deploy for a bug fix for example
